Lottery is one of the oldest forms of entertainment and gambling, with the first lottery records dating back to Ancient China, where the lottery was used to fund important government projects such as the Great Wall of China. In 2009, the Nevada assembly passed a bill to legalize lottery, but the bill did not advance in the state senate. The bill was opposed by casinos, which was rumored to be the reason it did not get passed. As a result, Nevada is one of only six US states that has not liberalized its gambling laws.

Legal online lotteries got off to a rocky start. However, a revision by the Department of Justice in 2018 cleared the way for full-fledged online lottery sales. New York and Illinois had requested the Department of Justice’s opinion, and it ruled that the Wire Act only applies to sports betting, which cleared the way for states to regulate online gambling. After the reversal, the New Hampshire Lottery sued the Department of Justice and won in federal court. Following this case, more states are expected to make the switch to legal online lotteries.

In most other US states, state lotteries are a popular way to generate revenue for state government purposes. For example, Wisconsin uses unclaimed prize money to fund property tax relief.
